Coloncl Donovan expressed the opinion that while United States Government should not supply war material to this country since the position he was trying to impress in this area was that United States help would only be forthcoming to those who declared for right side, it would be useful and helpful if His Majesty' S Government could sond at least a token consignment as an encouragement.

I fear that Yugoslavs will be greatly disappointed to learn that we can sup ly no arms at all. Cannot some of the requirements or a percentage of thom be supplied from arms destined for Greeks but apparently refused by thom- especially anti-tank and anti-aircraft guns?

It would certainly strengthen our hand considerably here if we could supply some arms. Army's lack of modern weapons must clearly be one of the factors of the increasing caution of our friend and also influences public opinion and the army itself.

Army's lack of modern equipment was mentioned to me at Zagreb as a reason militating against a decision to act if Germany entered Bulgaria. I hope all the more, therefore, that His Majesty's Government may find it possible after all to help Yugoslavia in this matter though I cannot, of course, guarantee that such help, especially if small, would turn the scales, Its effect, however, in a momont of anxiety would be enhanced.
