The Vice Chiefs of Staff, at their meeting

on the 29th January, 1940, instructed the Secretary to arrange for a meeting with representatives of Hoe Forces and Petroleum Warfare Department to discuss oil warfare.

The attached note by the Petroleum (Warfare) Department summarizes the progress which has been made to date with the experiments in oil warfare weapons.

ANNEX.

Note by Petroleum (Warfare) Department.

Extensive experiments on beaches have established that it is practicable to create a fierce barrage of flame on the sea between high and low water marks in most conditions in which a landing could be made. When, however, there is surf the flame is less effective and further experiments have been carried out to see whether a flame barrage on shore just above high-water mark could be made.

A successful "beach flame barrage" on a 200 yard front has just been completed and will be available for viewing within a few days. This can be operated if desired in conjunction with sea flame by a simple system of valves.
