I.

The outlook for supplies of armaments to Greece is very disquieting, and, on a long view, can only be dealt with by drastic action requiring very early decision

We feel and involving questions of very high policy. bound, therefore, to invite attention to the question as one of great urgency.

Up to now we have been dealing with Greek demands piece-meal, item by item, as they were received. In many cases these demands were not accompanied by sufficient technical detail to enable a decision to be taken as to how they could best be met. they proved excessive and were revised. have we material for a fairly complete picture, though a good deal is still rather blurred.

Sometimes Only now

In respect of naval supplies, coal, oil products, food, fodder, Q.M.G. stores, pack transport for mountain warfare, many of the Greek demands have been or could be met in whole or in part either from Home or from the Middle East.

In these matters there is no immediate cause for anxiety, though some of them present awkward problems at- times.

The real difficulty arises in respect of weapons of war. The position is explained in detail in the attached Memorandum by the General Staff (Annex I) and
