SUGGESTED INSTRUCTIONS FOR THE BRITISH NAVAL, ARMY AND AIR REPRESENTATIVES ON THE ALLIED

MILITARY COMMITTEE.

The Committee.

1.

The Allied Military Committee is constituted as a body representing the British and Allied High Commands, for the purpose of discussion and ventilation of subjects of a military nature, which may be remitted to them by the respective High Commands.

2.

The Allied Military Committee does not possess executive powers in any form, the intention being that it should provide an allied staff body subordinate to the Allied High Commands, by means of which military policy, to be decided upon ultimately by the Allied High Commands and Governments in collaboration, may receive preliminary ventilation, and thus enable the general staffs of the Allies to become aware of each other's views.

It will be understood that the Allied Representatives on the Committee will in general be representing the considered views of their respective General Staffs and High Commands, but any expressions of opinion they may offer in the course of discussions will not commit their respective High Commands in any way.

4. The Allied Military Committee, in reporting the outcome of its work, can either do so in the form of a joint report to both High Commands representing the agreed views and conclusions of all the Allied Representatives, or, alternatively, the British or Allied Representatives can independently render a report to their respective High Commands embodying within it the views

The Secretariat.

5.

The Allied Military Committee will be provided with a joint secretariat. On the British side this secretariat will be

The British Representatives.

6.

The British section of the Allied Military Committee is constituted as a sub-committee of the British Chiefs of Staff organisation.

7.

The duties of the British Representatives on the Allied Military Committee will be as follows: -

(a) To collaborate with their Allied colleagues in the

examination from the Allied point of view of problems referred to the Committee by the British War Cabinet or Chiefs of Staff, or by the
