In any case where the Anglo- French Co-ordinating
Committee are unable to reach a satisfactory settle- ment it is the duty of the Chairman of the Committee to bring the matter to the atten- tion of the two Governments with a view to discussion either by an Inter-Allied Ministerial Council, constituted for the purpose, or, if necessary at a meeting of the Supreme War Council (Note 3).
