If once again we conduct our war effort in collaboration with an ally of fully equal standing, that same difficulty will clearly recur. The civil and military structure of

government of Utopia probably differs substantially from the British structure. Utopia must be represented at the war headquarters (which will necessarily be in London) by a team at the same time intimately linked with headquarters in Utopia and capable of dove-tailing as intimately with the British machinery for the conduct of the war. Thus, the highest organ of collaboration, comparable to the old Supreme War Council might be a Council of the British Prime Minister and a super- ambassador from Utopia, flanked by other British Ministers and Utopian delegate-ministers as required. Contact between the two High Commands will clearly be a more difficult matter. In theory, contact between the French and British High Commands would have been in most cases unnecessary if the permanent liaison machinery, namely the Allied Military Committee, had

functioned as it was meant to ảo. High hopes had been placed upon this organ, and the reasons for its partial failure were on the whole accidental and not organic (see on this subject Captain Clarke's memorandum of July 1940, a copy of which is attached).
