Also our immunity from gas attack hitherto has, I believe, led to a certain slackness in various areas in regard to precautions to be taken as well as forgetfulness as to the actual precations required.

10. If we are fully prepared to meet gas then combined with the other preparations we are making fo the prosection of the war, Hitler's plans for 1941 will be frustrated and our own plans will prosper.

What I suggest now is

(a)

Immediate readiness throughout the

country to meet a gas attack which whenever it may be launched will not then contain the elements of surprise.

Education to this end should be under-

taken at once. Gas masks in immediate readiness should be compulsory and proper arrangements made for frequent testing of the efficiency of the Masks.

(b) Immediate readiness to retaliate on an

enemy whom it is belived is not him- self well prepared to moet such an attack.

I wo lá also suggest that, if it is concurred in that the use of gas in the not distant future is a serious menace, then the necessary action for giving immediate preparation of the civilian population to meet this attack should be set in motion by the highest authority, that is the Chiefs of Staff.
