You should inform President of the Council that it seems difficult at this stage to arrange final settlement and His Majesty's Government do not propose to pursue this any further. You should inform him of the instructions to Sir Hugh Anatchbull-Hugessen in paragraphs 2, 4 and 5 of my telegram to Angora under reference,

His Majesty's Government are very conscious of the feeling entertained by the Greek Government and the whole Greek nation towards the Dodecanese, In the circumstances, however, I trust that His Excellency will agree that the line His Majesty's Government are now pursuing is the best in the circumstances. It must be remembered that the Turks undoubtedly have an interest in this question, although it is not of the same degree or character as that of the Greek Government. Indeed it was because His Majesty's Government appreciated the burning issues the question of the Dodecanese raised for both Greece and Turkey that they were moved to take the initiative to promote a friendly settlement between the two Governments, before the fall of the Archipelago.

Please speak in sense of above paragraph to President of the Council, adding that at the peace conference the Greek Government can be sure that His Majesty's Government mindful of Greek claims and Greek interests in the Archipelago will do their utmost to ensure a just and equitable solution of this question.
