Compulsory measures to ensure that in built up areas all buildings left empty at night have a fire watch either on the premises, or, in the case of residential buildings, in the street outside.

Compulsory measures towards the inspection of

premises and severe penalties for failure to clear upper stories of lumber, or for permitting the avoidable accumulation of inflammable materials on any premises. (This should apply particularly for instance to timber, manufactured wooden articles, packing materials, rubber, paints, oils, varnishes, celluloid and cellulose products).
