The prospects of invasion of England will be lessened in the proportion in which events compel us to divert forces from the main theatre. Only if we give up hope of a quick decision would we be justified in making an attempt to become masters of the Eastern Mediterranean.

We cannot recommend the following operations at present.

(a) The occupation of Unoccupied France and
the seizure of the French fleet.
(b)

The occupation of Dakar.
The occupation of certain Spanish or
Portuguese islands as an isolated operation.
(a) The occupation of Eire or Iceland,
except possibly as part of the plan
for the invasion of England.
(e) An attack on Russia.
These conclusions are respectfully submitted to the Fuhrer by the High Command. Their task is to call attention to the factors which in their opinion should govern policy and at the same time to prepare the armed forces for every eventuality. The operations which they recommend or which they consider may be rendered advisable by events in the near future can be executed immediately the Fuhrer, after weighing the relevant factors, gives the order to march.
