My own view is that it is essential that United States should make it perfectly clear to Japanese in the next week or two that any threat to British or Dutch possessions in the Far East will inevitably involve Japan in war with United States. If Japanese are convinced that this is true they will probably draw back. Sure (indication) (grp.undec.) of America getting into war is to leave Japan in doubt on this essential point.

I am seeing Secretary of State tomorrow morning and the President on Tuesday before leaving, in order that (grp.omit: ? I may learn) their latest views to take over to you and I propose to stress this point.
