As the proposal has political as well as military implications it is proposed to invite a representative of the Foreign Office to attend the meeting when this is discussed,

Soviet Staff want an exchange of visits forthwith. regards the question of security all indications are that Staff want information for themselves and are not acting for Germans. Should you concur I recommend that exchange be made visit by visit, arrangements to be made in London after receipt of each report by me. (Ends).

As far as technical information goes we should probably get the worst of the bargain. I nevertheless strongly recommend this proposal on general political grounds. this critical juncture no opportunity should be missed of establishing contacts, and Soviet Air Attaché's reports ought to do something to stiffen military authorities here. Decision should be taken as soon as possible.
