and that

(f) that, when confirmation is received from

Washington that the American Government have

authorised American participation in the conversations, the Dutch should be informed of the position and invited to attend; the American and Dutch service representatives in London should be told by the Admiralty, War Office and Air Ministry of our general views, as set out in this Paper, in order that preliminary consideration can be given to them on their side before the conversations start:

(g)

that the Governments of Australia, New Zealand,

Canada, India and Burma should be informed in the same sense at the same time.

Instructions to the British Representatives.

38. Our representatives should be instructed in the sense of the telegram attached (annex). This telegram should be despatched as soon as the American Government have authorised American participation in the conversations at Singapore and our representatives informed of this participation,

The Admiralty, War Office and Air Ministry should also inform our Commanders of the points which have already been settled in London during the recent discussions with the American observers.
