Note by the Joint Planning Sub-Committee submitting a Draft Report for the Chiefs
of Staff.

On the 29th May in a report to the War Cabinet, the Chiefs of Staff expressed the view that it was most important that we should seize strategic points in the Cape Verde Islands and the Azores in the event of Portuguese hostility. They informed the War Cabinet that a detailed operational examination of this was in hand.

In our recent report on the strategic implications of Spanish Intervention, we proposed that the implications of denying bases in the Canaries to our enemies should also be examined.

We have now carried out the above examinations and the question of operations to occupy the Balearics has also been discussed with the French. We submit the attached Draft Report putting forward our proposals and attach thereto the detailed examination prepared by the Inter- Service Planning Staffs,
Cabinet War Room.
