The attached telegram which was despatched to Dominion Governments on the 4th June is circulated for the information of the Committee. This telegram was a
precis of the Chiefs of Staff Report on Portugal (W.P. (40) 180). (W.P.(40)

It will be recalled that the War Cabinet gave general approval to the principle that Dominion Governments should be given continuously the fullest possible information which would enable them to realise the general situation as it existed at the time and the future probabilities, so far as they could be gauged. (W.M. (40) 155th Conclusions, Minute 7).
