ANNEX.
MEMORANDUM.
The Government of the Irish Free State has instructed the Irish Minister in Washington to buy a large quantity of arms of various types including aircraft, armoured cars, artillery and rifles with the least possible delay. It will be many months before these arms can be delivered if they are bought without special action and special assistance by the United States Government. If the United States Government should arrange for priority for the Irish purchases, delivery could be greatly expedited.
