STATES OF AMERICA.
Report by the Joint Planning Sub-Committee.

We consider that the moment has come when Franc should make a direct appeal to the United States of America for immediate military aid and suggest that steps should be taken forthwith for this appeal to be made.
Although we have said that we could ultimately defeat Germany with only the full economic and financial support of the Americas we cannot hope to save the French from collapse unless heartened by the enormous moral support of America entering the war.
This action by America would also have a great moral effect on the German and Italian people and would ensure to France the eventual complete restoration of all territory already lost.
Finally the United States firmly in the war as an Ally would inevitably lead to the certain defeat of Germany.
