U.S. submarines would be most useful for operations in the approaches to the Mediterranean and off the Iberian Coast.

26. In the South Atlantic the meridian of longitude 20°W might conveniently form the line of demaration between British and U.S. operational areas.

The assistance of U.S. light forces is urgently required for escort duties in the Western Approaches. Such forces would have to work under our operational control, but could probably be organised as a separate command working from its own base in Ireland, A possible alternative would be the employment of re-conditioned U.S. reserve destroyers, manned by Royal Naval crews.

Some assistance with ocean escorts for trans-Atlantic convoys may be required. The exact arrangements would depend on the arrangements made for routeing.

Building up our Armed Forces,

Our own supplies of man-power should, on the whole, be adequate, but trained and partly trained technical personnel will be of the greatest value. The United Kingdom will become an advanced operational base, and America can assist by making arrangements for flying and other training to be carried out in the Unites States. Though we are unlikely to require troops, the ability of American industry to supply every type of military equipment and supplies is, of course, essential to the successful prosecution of the

war.
