In short the policy, as I conceive it to be, is to attack the enemy from the first moment at which we discover his probable intention to launch an invasion or raid by sea or air, and to continue to attack him until, whether on the sea, or in the air, or the land, he is finally destroyed or captured.
I should be grateful if you would let me know whether that is approximately a correct appreciation of our intentions,
