We have been directed by the Chiefs of Staff that General Bourne should also take control of the Inter- Service Training and Development Centre. We feel therefore that his appointment as Commander, Raiding Operations, provides an opportunity for finding one authority on landing operations, and one staff who would be available as a permanent advisory body for such operations.

We have therefore prepared a draft directive in which we suggest that General Bourne should be responsible for all raids and should be the Chiefs of Staff's expert adviser on the preparation of combined operations.

We would remind the Chiefs of Staff that certain irregular activities are undertaken by the Service Intelligence departments. The scope of these extends far beyond the coast line of countries in enemy occupation, and we do not consider that the branches concerned be removed from their Departments and placed under General Bourne. At the same time, it is most important, that the closest touch should be maintained between these. branches and General Bourne's Headquarters, so that each is aware of the activities of the other. In this way, interference and duplication will be avoided, and, on occasions, actual co-operation may even be possible.
