The distance from the shore and position of a work of this nature would have to be determined in each case with reference to the formation of the ground. In some cases it might be found advantageous to store the coal within the redoubt, in others outside it, and in some exceptional cases, as at St. Helena and the Falkland Islands, the coal might be kept on the shore; but it is probable that an expenditure not exceeding 30,0007, would, in most cases, cover the cost of the work and of the barrack for its garrison, about 150 strong, and of the tramway and appliances for carrying the coal between the depôt and the shore.

(Confidential.) Sir,

I AM directed by the Royal Commission on the Defence of British Possessions and Commerce Abroad to inform you that they are desirous of ascertaining whether, in the opinion of the Secretary of State for War, the works for the defence of Malta and Gibraltar are complete, and the armaments in a satisfactory condition, having regard to the recent progress made in artillery; and, if not, whether Mr. Childers would favour the Commission with his views as to what is necessary to place them in a condition which he would consider perfectly satisfactory, together with an estimate of the cost.

WITH reference to your communications of the 1st November, 1881, and 3rd instant,† respecting the defences of Malta and Gibraltar, I am directed by the Secretary of State for War to transmit, for the information of the Royal Commission on the Defence of British Possessions and Commerce Abroad, the inclosed copy of a letter from the Colonial Office on the subject, and to state that the fortresses in question are outside the scope of the inquiry confided to the Royal Commission.
