will be difficulty in procuring trained men for the service of the guns, and thus a delay will be occasioned which might be very prejudicial.
For these reasons we would suggest that during peace your Majesty's Government should be prepared to supply one or two suitable guns of the new type (probably 6-inch breech-loading rifled guns would suffice) to ships the owners of which undertake to comply with such reasonable Regulations as the Admiralty may lay down with reference to them.
It is not for us to discuss in detail the terms of such Regulations, but, speaking generally, the Admiralty might require that a part of the crew should be regularly trained to the service of the guns; and that, with a view to securing the due performance of the conditions, ships so armed should be subject to periodical inspection.
