Appendix No. 9.
NETHERLANDS.
524
Magelang was formerly a fourth-class fort, but it is no longer classed. It is situated at a point where the road from Samarang branches to Tjilatjap and Djokjokarta, 383 metres above the sea, and 36 kilom. from the Ambarawara railway-station. The cars traverse the distance in four hours. Upon this camp, in the five years 1874-78, about 18,000l. were spent, and in the present year's (1882) Budget 15,000l. are credited for the officers' barracks alone.
It is a place in almost every way suitable, both tactically and strategically, for a great defensive position.
Garrison:
No. 4 field battalion (one-half),
Banjoe-Biroe has been already referred to under "Willem I." It is an old camp.
Malang is situated at 450 metres above the sea, in one of the most fertile valleys of Java, between ranges of lofty mountains. It is, therefore, obviously susceptible of local defence, but this very fact separates it the more from any general scheme, and, being too far distant from the centre of the island, one of the best writers on the strategy of Java does not contemplate any determined defence of it even in the event of the enemy's landing eastward of it.
This camp has recently come into existence as the sanitarium for the Third Military Division and Soerabaia, in consequence of the construction of a railway from that place.
Large sums have been spent on it in the last eight years.
The grant for this year alone (1882) is 14,000.
Malang is distant 96 kilom. from Soerabaia.
Garrison:--
The depôt battalion of the Third Military Division.
Buitenzorg is the sanitarium of Batavia; 10,000l. were spent in 1876-78 upon this camp. Buitenzorg is the seat of the Dutch East Indian Government; it is situated 265 metres above the sea; it is 56 kilom. by rail from Batavia, and on the main Batavia-Bandong-Cheribon road; the railway now goes beyond it into the Preangar Regencies, as far as Soekadana. Buitenzorg is not classed as a fortification, nor is it known how far the military buildings have been constructed with a view to the formation of an intrenched camp, but military writers select this spot as one which would be suitable to make a stand at, in case of operations taking place along the great mountain road. The coast road is intersected by rivers.
Garrison:-
No. 18 field battalion (one-half).
The depôt battalion of the First Military Division.
The above are the infantry camps in Java.
Salatiga, close to Willem I, is the cavalry camp and head-quarters.
Garrison:-
Infantry 1st field battalion (one-third).
Cavalry: 1 field squadron, 1 depôt-squadron.
Artillery: No 5 company, mountain.
Fortifications of the Third Class.
As all the third class are at places on the coast, they will be discussed in detail elsewhere; briefly, they consist of, in the 1860 List :-
1 to 8 at Batavia ;
9 to 12 at Samarang;
13 and 14 at Tjilatjap;
15 at Soerabaia;
16 at Anjer;
17 at Banjoewangi,
Some of these have been since done away with, or reduced in class; but, on the whole, the impor- tance of these places is still conceded in the entire or partial retention of their defences.

Fortifications of the Fourth Class.
Those on the coast we shall pass by with the mere mention of their names, reserving them for the 'coast Places" briefly describing the inland forts only.
Although the fourth-class forts were specially intended as a protection to the European inhabitants against native risings, or as posts in border warfare, they cannot be entirely neglected; they might prevent a coup de main, by a small force landed at any point in their vicinity, succeeding; and where placed on or near a road, might occasion very considerable delay; the block-houses, if constructed, as they most probably are, of teak, are likely to remain serviceable for many years after their official abandonment as posts.
1. Tjieringan Redoubt, coast fort; disclassed.
2. Pandegalang Redoubt; disclassed.
A hill-station in the interior of Bantam, 240 metres above the sea. There is a road from it
to Tjieringan and Serang.
3. Tanara Redoubt, coast fort; disclassed.
4. Serang Block-house; disclassed.
Garrison :-
Staff and part of Bantam Company, total 120 men.
20 miles from Anjer, on the main road to Batavia; it, with the other small forts, supposing them repairable, would have an appreciable effect on an advance of a force landed in the west.
5. Tomo Redoubt; disclassed.
