APPENDIX (C).

This Appendix shows in detail the strength, &c., of the Newfoundland Constabulary. This force is the only disciplined body of men in the Colony, and is armed and equipped in every respect, and under the same discipline, as the men of the Royal Irish Constabulary. Both branches of this service give great satisfaction for their general good conduct, efficiency, and intelligence.

In submitting this Return to Governor Sir John Glover the Inspector remarks :-

re The pay is low, and if we had a few good fisheries it would be rather difficult to retain the men, especially the young men. At present, however, I find no difficulty in procuring recruits, and I have no doubt 100 additional men could be procured, if necessary, before the 1st May, previous to their going to the fishery, for the same pay and under the same system as the force is organized at present, as the people regard the Police Force now as a respectable body, and in a different light from what they did previous to the organization of the present force. On the other hand, I think it would be difficult to enlist men for military purposes."

Downing Street, September 30, 1880. WITH reference to the letter from this Department of the 28th February last,* I am directed by the Earl of Kimberley to transmit, for the information of the Royal Commission on the Defence of British Possessions and Commerce Abroad, a copy of a despatch from the Governor of Newfoundland, stating that his Ministers have no desire to offer any remarks upon Lieutenant Morgan's Report on the defence of the Colony for the consideration of the Royal Commission.
