N.B.-Though in this Return the naval contingent is divided into two classes, i.e., the crews of Appendix No. 4. gun-boats and the signal detachment, it has been so calculated that the gun-boats are overmanned, in order that their crews, though nominally attached to each gun-boat, are over strength for the actual service of the gun-boats, the over surplus.

No. 46.
Sir,
Colonial Office to Royal Commission on the Defence of British Possessions and Commerce Abroad.
Downing Street, November 3, 1881.
I AM directed by the Secretary of State for the Colonies to transmit to you a copy of a letter from the Admiralty, dated the 21st October, relative to the periodical employment of a gun-boat at Mauritius, for the information of the Royal Commission on the Defence of British Possessions and Commerce Abroad, with reference to the letter from this Department of the 19th September.*

Inclosure in No. 46. Admiralty to Colonial Office.
ROBERT G. W. HERBERT.
Sir,
Admiralty, October 21, 1881.
I HAVE laid before my Lords Commissioners of the Admiralty your letter of the 16th ultimo, forwarding a further letter from the Lieutenant-Governor of Mauritius respecting the periodical employment of a gun-boat at Mauritius and its dependencies.
2. My Lords desire me to request that you will state to the Earl of Kimberley, in reply, that they have received a Report from the Commander-in-chief in the East Indies on the subject, and they are unable to modify the reply sent to you on the 14th May last, to the effect that, while the Commander- in-chief would be instructed to give every assistance in his power to the Lieutenant-Governor of Mauritius, the strength of the squadron is not sufficient to make the periodical arrangement which is requested.
I am,
[1103]
