This force will about suffice for the defence of Trincomalee and Galle, and to form a nucleus of a local force for the defence of Colombo. But as the Colony pays a military contribution of 130,000l. a-year towards the expenses of the present garrison, it is for the Government to consider in what way the additional force to complete the requisite war garrison should be provided and paid for.
