Mr. Dennis and Captain Hankey to confer with the Parliamentary Counsel as to a redraft of the Bill, which should be so drawn as to remain on the Statute Book after the next war in which this country may be engaged, and to be capable of being put in operation in any emergency by Order in Council.

Perponsibility for the Bill.

ADMIRAL TROUBRIDGE said that the matter had been discussed between the Admiralty and the War Office, and it had been recommended that the War Office should be responsible for the Bill.
