19. Instructions have, therefore, been issued in the United Kingdom which will ensure the immediate publication on the outbreak of war of the Notice printed as Appendix V to this Memorandum.
20. It is recommended that, where desirable, arrangements should be made to ensure the issue of a similar Notice on the outbreak of war at oversea British ports, and further that the form of clearance label printed as Appendix III to this Memorandum should be used in all cases.
21. Certain ports in the United Kingdom are approached by narrow channels, and attention has been drawn to the danger that exists there from the fact that vessels in such ports loaded with stone, cement, bricks, and similar cargo might be sunk in the fairway in time of war.
22. It has accordingly been arranged that, in time of emergency, should suspicions arise regarding any particular ship, the clearance of the vessel should be delayed pending further enquiries.
23. The Oversea Defence Committee recommend that, in the case of those oversea British ports that are approached by narrow channels, the local port authorities should be warned to take, in time of emergency, similar measures together with any other precautions that may be deemed necessary to guard against possible attempts to block the fairway by the sinking of outgoing ships laden with heavy cargoes.
24. It has been arranged that detaining officers at ports in the United Kingdom should issue, in time of war, to the master of every ship detained a printed form notifying him that his ship is not to leave port.
25. The Oversea Defence Committee recommend that similar forms should be issued, in time of emergency, to the masters of all ships detained at oversea British ports. A sample form is printed as Appendix IV to this Memorandum.
