1. In the event of its being impossible to obtain the Special Service Section R.E. (T.) from an existing company, it may be necessary to raise a fresh company. The strength required to obtain a Special Service Section of the numbers stated in paragraph 1 (d) is approximately →

2. The detailed figures for annual expenditure have been worked out by the Finance Branch of the War Office.

The figures for the initial cost of lights were obtained from the Directorate of Fortifications and Works, and can only be taken as approximate. An exact estimate could not be made until detailed plans are worked out and the actual cost of the land ascertained.

3. The cost of either Examination Service may be taken as half the total shown above for all practical purposes.

January 5, 1911. I AM commanded by the Army Council to acquaint you for the information of the Lords Commissioners of the Admiralty that they have under consideration the question of the adequacy of the fixed defences at Swansea.

2. The Army Council would be glad to hear what importance their Lordships attach to Swansea. Briton Ferry, and Port Talbot in war, and whether they still concur in the opinion expressed by the Committee on Armaments of Home Ports, 1905, that "the existing 2-4-7-inch guns are sufficient deterrent against class 'C' attack.”
