7. The Home Ports Defence Committee recognise that at the present time political and strategical considerations render ports on the Atlantic seaboard of the United Kingdom less liable than ports on the North Sea to attack by warships, which have to pass through relatively narrow seas frequented by British war vessels in order to reach their objective. They submit, however, for the consideration of the Committee of Imperial Defence, that these considerations do not apply to blocking operations which are likely to be carried out under cover of the British or neutral flag by vessels indistinguishable from ordinary merchant-ships until closely examined, and not likely to arouse the least suspicion if encountered at sea.
