of the defences of Hong Kong after the reorganiza- tion proposed by General Owen's Committee of Re- vision in 1906; the re- organization is not yet completed.

As, by the latest Memorandum by the Colonial Defence Committee on the defences of Hong Kong, the Admiralty consider that the standard to be fixed should provide for defence against battle-ships, and accepting the limit of three, which is stated in the Memorandum as the number which could undertake a long range bombardment of the Eastern Entrance, on the same basis three American battleships of the "Louisiana” class, of which there are now several in neighbouring waters, mount a total of 12—12′′, M—8′′, and 36—7′′ guns, giving a combined broadside of (12—12′′, 12—8′′, and 18-7" guns) 16,530 lbs.
