(b.) Large quantities of ammunition are being accumulated at stations near the southern (British) frontier.

(c.) The stations are in most cases defended by forts, proof against attack by troops unprovided with artillery.

(d.) Complete arrangements appear to be made for leaving native irregulars in charge of the stations in case of concentration.

(.) The communication system in the south has been developed so as to allow of a rapid concentration towards the British frontier.

(f) The existence of the military stations at New Langenburg, Siwa, and Songes is studiously ignored by German official and semi-official reports. The article by Captain von Grawert, of the Colonial Office, in the 1910" Jahrbuch über die deutschen Kolonien" gives a list of the stations without making any reference to the above posts, and further remarks that the "sparsely populated south is handed over, speaking generally, entirely to the care of the police." This statement appears to be misleading.

(9.) Reports of conversations with German officers show that they expect a war with Great Britain, and feel confident of success, owing, as they consider, to their superior efficiency.

6. Although the above pieces of information do not necessarily show any hostile intentions on the part of Germany, they appear to indicate a desire, should a war break out with Great Britain, to gain the advantage of surprise by the secrecy and thoroughness of their preparations and by the rapidity of their actions.
