Your telegram 27th February: Scheme of Defence of Prince Rupert. My Ministers of opinion that it is neither necessary nor advisable to summon High Commissioner to a Conference on this subject. They think that it will be preferable to wait for next Imperial Conference, when the Ministers being present can take it up with Committee of Imperial Defence.-GREY.
