2. Co-operation between the Admiralty and the Australian Government in connec- tion with the supply of material, plans and specifications, and confidential information in connection with the construction in Australia of warships.

3. Facilities to be given and methods to be adopted in connection with the transfer of Australians now serving with the Australian squadron to local navy.

4. Question of arrival of Australian unit, the withdrawal of Australian squadron, and consequent transfer of naval base at Sydney from the Government of the United Kingdom to the Australian Government.

5. Wireless communication between His Majesty's ships of war in Australian waters and His Majesty's Australian ships of war and Commonwealth land wireless stations.

6. Means of communication between Australian Naval Board and British Admiralty.

7. Appointment of an officer in London to represent the Australian Naval Department.

Downing Street, January 18, 1911. I AM directed by Mr. Secretary Harcourt to transmit to you a copy of a Resolu- tion proposed to be submitted by the Government of New Zealand at the forthcoming Imperial Conference, and I am to call attention to head (d) of the Resolution respecting the attendance of the High Commissioners of the Dominions at the Council of Defence when questions affecting the Dominions are under discussion. It is under- stood the reference is to the Committee of Imperial Defence.

It will be remembered that the position of the Dominions in this regard was discussed at the Colonial Conference of 1907. A Memorandum on the subject laid before the Conference is printed on pp. 15-17 of Cd. 3524, and the Resolution passed is on p.

5 of Cd. 3523. Mr. Harcourt will be glad if you will be so good as to submit the present Resolution of New Zealand to the Committee of Imperial Defence for consideration.

Reconstruction of the Colonial Office, &c.: (a) That it is essential that the Department of the Dominions be separated from that of the Crown Colonies, and that each Department should be placed under a Permanent Under-Secretary; (b) that in order to give due effect to modern Imperial development, it has become now advisable to change the title of Secretary of State for the Colonies to that of Secretary of State for Imperial Affairs; (c) that staff of the Secretariat should be incorporated in the Dominions Department under the Under-Secretary of State, and that all questions relating to the self-governing Dominions should be referred to that Department; the High Commissioners should be informed of matters affecting the Dominions with a view to their Governments expressing their opinion of the same; (d) that the High Commissioners should be invited to attend meetings of the Council of Defence when
