Note. The instructions issued to Collectors of Customs and Excise at the principal ports in the United Kingdom contain copies of the following documents, printed as Appendices :-
1. Draft Order in Council for the granting of "days of grace." (Appendix.I to this Memorandum. The corresponding local legal instrument would be substituted in the case of the Dominion ports.)
2. Form for pass. (Appendix II to this Memorandum.)
3. Form of undertaking to be given by the Master and Officers of a captured euemy ship, if subjects of a neutral State. (Appendix III to this Memorandum.)
4. Form of undertaking to be given by the Master, Officers, and members of the crew of a captured enemy ship, if subjects of an enemy State. (Appendix IV to this Memorandum.)
5. Warning of blockade. (Appendix V1 to this Memorandum.)

Appendix VII.
MEMORANDUM SETTING FORTH THE INTERNATIONAL LAW REGARDING THE TREATMENT OF NEUTRAL AND ENEMY MERCHANT-SHIPS IN TIME OF WAR. (C.I.D. Paper M-2.)
(Prepared in the Foreign Office.)
THE questions into which the sub-committee† has been directed to enquire have reference to the treatment to be accorded to foreign merchant shipping when this country is at war, and more particularly at the moment war breaks out.
2. Such shipping is either (1) under a hostile, or (2) under a neutral flag. In either case it may be interfered with by a belligerent (a) within his territorial waters, or (b) on the high seas.
I. ENEMY MERCHANT-VESSELS IN PORT.

3. The presence of enemy merchant-vessels in national ports or waters may, for the purposes of the present investigation, be regarded as restricted, in point of time, to the moment when a state of war begins to exist, and to a period of indeterminate
