Qualification of council- lors.
(2.) The contents and boundaries of the electoral divisions other than quarter sessions boroughs shall, subject to alteration by the council in manner in this Act mentioned, be determined by the Boundary Commissioners in manner in this Act hereafter mentioned.
(8.) The number of councillors to be elected for each county is 5 set forth in the first schedule to this Act. Such number shall be distributed by the Boundary Commissioners among the several electoral divisions in the county in manner directed by the Act, so however that each electoral division not being a quarter sessions borough shall have three councillors.
(4.) The councillors for an electoral division constituted by a quarter sessions borough shall be annually elected by the town council of that borough.

(5.) The councillors for an electoral division not being a quarter sessions borough shall be elected by the persons registered as pos- 15 sessing the burgess qualification in that division, and for the purposes of such election, the burgess franchise shall be extended to all parts of the county not within the limits of a borough, and a person registered as a burgess in a borough situate in any such electoral division shall be deemed for the purposes of such election 20 to be a person registered as possessing the burgess qualification in such division.
(6.) The burgess qualification shall mean the qualification enacted in section nine of the Municipal Corporations Act, 1882.
5. A person shall not be qualified to be elected or to be- (1.) A councillor for an electoral division constituted by a quarter sessions borough unless he is or is qualified to be a councillor of such borough; or
(2.) A councillor for an electoral division other than a quarter
sessions borough, unless he either—
(a.) Is at the time of the election registered as possessing
the burgess qualification in that division; or

(b.) Being entitled to be so registered in all respects except that of residence, is resident beyond seven miles but within fifteen miles of the county, and is entered in the separate 35 non-resident list directed by this Act to be made.
