themselves upon this question that they will make every effort to introduce an amendment into the Bill dealing with the subject. It is possible, con- sidering the balance of parties in the House of Commons, and considering that some of our own county Members would probably feel themselves precluded from voting against an amendment of this kind, that the amendment would be carried. To resign upon it would be difficult; to throw it out in the House of Lords would certainly not be popular with those who have to fight constituencies chiefly consisting of agricultural labourers; and, if we are to have it forced upon us eventually, it is worth considering whether we ought not to deal with the question ourselves. I say nothing about the expediency of any such proceeding considered on its own merits.
Note 8.
The Bill, as at present drawn, gives power to the County Council to enforce Sunday closing over the whole or any fraction of the county. It will have to be determined whether the full Hberty of determining areas should be left to the County Council, in view of the evils which some persons think would result from having small portions of the county under one law interspersed with other portions under a different law. The advo- cates of Sunday closing would, of course, in all cases prefer, that the smallest fragment of a county should adopt their system rather than that it should be wholly rejected, and particular localities might send up such unanimous representations to the County Council that, if they had the power to grant their dəmand, it would be scarcely possible for them to refuse to do so.
Note 4.
In the Bill it is proposed that the accounts of County Councils should be audited by Auditors appointed by the Local Government Board, and that such Auditors should have practically the same powers as Auditors now have for such smaller local authorities as Boards of Guardians and Local Boards, with the one important exception that they
