The Court to consist of three Commissioners. Power to make rules of procedure, new scales of fees, &c..
The Commission to report to the House of Par- liament in which the Bill in.
The Bill then to be set down for third reading, at which stage it may be moved to refer the Bill back to the Commission, either generally or with a specific instruction.
In passing to the other House of Parliament the Bill to be treated as unopposed, unless the House shall otherwise order.
If these suggestions are favourably entertained by Parliament I would further propose the appoint- ment of a Select Committee to consider the neces- sary amendments in the Standing Orders, and the position of the Private Bill Office.
