simplified by, as far as possible, reducing into one Act the various

scattered enactments ;

The Allotments Extension Act of 1882 requires considerable amendment, if it is to be made to work smoothly. There is, at present, a conflict between the duties of trustees of charity lands to their charity, and their duties under the Act; and some of its provisions are incon- sistent and almost unintelligible;

Fresh legislation, as distinguished from amendment or simplification of existing Acts, is only required to meet a comparatively limited number of cases ;

What is required for these cases is to invite the supply of a demand by voluntary arrangements, with power for incumbents, corporations, &c., to part with land; and with power to the county authority, subject to confirmation by Parliament, of purchasing land in the last resort.

Nothing has been said of pastoral allotments, or cowlands, as they are beyond the scope of this Memorandum.
