25. The Public Offices Fees Act, 1879, shall apply to all fees taken in relation to any proceedings before the Commissioners.

Any fee or payment in the nature or lieu of a fee paid in respect of any proceedings before the Commissioners, and collected otherwise than by means of stamps, shall be paid into the receipt 10 of Her Majesty's Exchequer in such manner as the Treasury from time to time direct, and carried to the Consolidated Fund.

26. On any rating appeal, and before any court, where it may be material to show the receipts or profits of a railway company, it shall be lawful for the company to prove the same by written 15 statements or returns verified by the affidavit or statutory declars- tion of the manager or other responsible officer, and any such statements or returns shall be primâ facie evidence of the facts therein stated with respect to such receipts or profits.

27. Every penalty recoverable on summary conviction under 20 this Act shall be recovered and applied as penalties imposed by the Railways Clauses Consolidation Act, 1845, or, as to Scotland, the Railway Clauses Consolidation (Scotland) Act, 1845.

28. The powers and jurisdiction conferred by this Act on the powers con- Commissioners or Board of Trade shall be deemed to be in addition 25 ferred by principal.

to and not in substitution for any powers and jurisdiction now vested in the Commissioners or Board of Trade; and for the pur. poses of the jurisdiction conferred by this Act all the provisions of the principal Act relating to the Commissioners and Assistant Com. missioners, their appointment, tenure of office, powers, duties, and 30 otherwise, save so far as such provisions or any of them are varied or altered by this Act, shall have effect as if such provisions had been separately re-enacted in this Act.

Definitions.

29. (1.) Terms and expression defined by the principal Act have in this Act the meanings thereby assigned to them.

(2.) In this Act, unless the context otherwise requires,-- "Local authority" includes any justices in quarter sessions assembled, council of a city or borough, and sanitary authority :
