County Councils.
4. In case of an equality of votes at any meeting the chairman for the being of such meeting shall have a second or casting vote.

5. A committee of a council may elect a chairman of their meetings. If no such chairman is elected, or if he is not present at the time appointed for holding 5 the same, the members present shall choose one of their number to be obairras
of such meeting.
6. A committee may meet and adjourn as they think proper. Every question at a meeting shall be determined by a majority of votes of the members present and voting on that question; and in case of an equal division of votes 10 the chairman shall have a second or casting vote.

Payments.
7. No payment shall be made out of the county fund without an order of the council except where any court is authorised to make an order for the payment of money by the county, and all such payments shall be made by and 15 to the county treasurer, and the orders for payment shall be signed by three
members of the council countersigned by the county clerk.

Any such order may be removed to the High Court of Justice by a writ of certiorari, and may be wholly or partly disallowed or confirmed on motion and hearing with or without costs according to the judgment and discretion of the
court.
