7. The Cabinet had before them the following
documents relating to the Indian Statut ory
Commission:-
A Note by Sir John Simon (Paper 0.P.-199 (28)), prepared in accordance with Cabinet 29 (28) Conclusion 9:
A Note by the Secretary of State for India (Paper C.P.-200 (28)) covering a copy of a telegram from the Viceroy in which he suggested, inter alia, the possibility of so amending the Royal Warrant as to permit the co-option of Indians to the Commission, together with the Secretary of State's reply pointing out that technically this was impossible and that he also deered it undesirable. was stated in Lord Birkenhead's Note that he was in consultation with Sir John Simon in regard to the question of abrogating the reservation made by the Chairman of the Commission in his published letter of the 6th February on the right to take evidence in camera if necessary.
