4. The Cabinet had before them a Note by the First Sea Lord of the Admiralty (Paper C.P.-181 (28) )
circulated in the absence of the First Lord,
setting forth the powers and authority delegated to Admiral Sir Reginald Tyrwhitt, the Naval
Commander-in-Chief in China.
The Cabinet decided that they ought to
have the observations of the Secretary of State
for Foreign Affairs before taking formal note of
the First Sea Lord's Paper, and the Prime
Minister instructed the Secretary to submit the
matter to him for the Agenda Paper for the next
weekly Meeting.
