by Cabinet to-day. First Sea Lord elak orated

view of Admiralty expressed in minute contained in

my telegram No.40. Cabinet felt that without

knowing precisely what French mean by lines of

communication it is impossible to decide whether

Briand's suggestion can be accepted as basis for

estimating cruiser strengths.
