11. In the absence of the Home Secretary

the Prime Minister read to the Cabinet a state-

ment which Sir William Joynson-Hicks proposed

to make in the House of Commons on the following

day in regard to the use of Russian Banks for

giving financial support to Comunist bodies in

this country.

The Cabinet approved the statement, but

asked the Prime Minister to draw the attention

of the Home Secretary, before he Lade his state-

went, to the desirability of avoiding, in answer

to Supplementary Questions, making any promises

to take action against the Banks concerned.
