a third suggestion was that when the question next came up for discussion intemationally, either at Geneva or at the Washington Conference, the use of lethal gases might be barred, an exception being made in the case of lachrymat ory gases. On the whole, the Cabinet inclined to the view that the moment was inopportune for opening the question in any form, although it
