The Cabinet agreed

(a) To approve the draft Note attached to Paper C.P.-226 (28), subject to the following amendments:-

Page 1 line 6 from the bottom:

For the phrase "that war would be resorted to" substitute "that resort would be had to war"

Page 2 lines 15 and 16:

(NOTE:

For the phrase "constitute a special and vital interest for the peace and safety of this country" substitute constitute a special and vital interest for our peace and safety".

This amendment was inserted in order to meet the case of a Dominion (or India) which might regard itself as concerned in one of the special and vital interests of Great Britain, such as Egypt or the Persian Gulf.)

Third line from the end of the paragraph:

For willing" substitute "glad".

At the end of the Note insert a sent- ence to the following effect:-

"His Majesty's Government in Great Britain rejoice to be associated with the Governments of the United States of America and the other parties to the proposed Treaty in a further and simple advance in the outlawry of war"

(A copy of the Note as finally approved is

attached in the Appendix.)

(b) That the Secretary of State for Dominion Affairs should at once communicate the text of the Note. as approved by the Cabinet, to the Dominions, and should inform them that it would be handed to the American Government on Wednesday next, July 18, 1928.

(c) That the Secretary of State for

Foreign Affairs should communicate a copy of the Note confidential ly to the French Ambassador.
