After some discussion the Cabinet agreed
That the Cabinet Committee, composed as decided at the Meeting referred to in the margin, should meet with the following Terms of Reference:-
To consider and advise
(I) On the question of principle whether there should be a contribution by India, and, if the decision is in the affirmative on the question of principle, how the claim of the Goverment of India that there should be no con- tribution by India should be dealt with:
(II) Whether the existing contribu-
tion was equitable:
(III) What powers could be exercised in
the matter vis-à-vis the Goverment
of India and the Secretary of State for India in Council.
