Page 84 9. The arguments in favour of continuation are thus arguments concerning our foreign relations: the arguments for drawing back are chiefly domestic, and would involve a mainly defensive attitude abroad.

10. If my own preference is for the arguments which chiefly concern my department, that will be understood: I recognise that many of my colleagues may think that the greater weight is, on the contrary, in favour of retreat.
