This proposal does not in any way commit the Committee of Ministers to the Assembly's draft or to the unsatisfactory proposal embodied in it that a Court and Commission should be set up to enforce Human Rights before such rights have been adequately defined.
(iii) Social Security.
The Secretary-General of the Council of Europe has been instructed to transmit the Assembly's recommendations to the Governments of Member States and to collect material in conjunction with the Governments of those States.
The Committee has also approved the Assembly's recommendation calling on Member States to ratify the I.L.O. Convention on Migration for Employment..
(iv) Cultural and Scientific Co-operation
The Secretary-General was instructed to establish contact with the organisations already working in this field and to prepare a report for the Committee.
Other Business
Activities of Committees of the Assembly
Under Article 38(a) of the Statute, the Secretary- General is bound to refer to the Committee of Ministers requests from the Assembly which involve expenditure exceeding the amount already allocated in the budget for the Assembly and its activities. The recommendations put forward by the Assembly involved in several cases proposals that Committees of the Assembly should sit when the Assembly itself was not in session. This would almost certainly require extra finance. I made a strong plea for concentrating the Council's activities in Strasbourg, both in the interests of economy and with a view to building up a tradition and this was agreed.

It was also agreed: ·
that meetings of committees of the Consultative
Assembly during the sessions of the Assembly did not call for an expression of views or any inter- vention by the Committee of Ministers;
that the Standing Committee, the Committee for
General Affairs, and the Committed on Procedure and Privileges might meet at Strasbourg between sessions;
that other committees should each have not more than
one short session at a convenient date before the opening of the Assembly's session;
that committees of the Assembly should make
preliminary studies of any proposals and material transmitted to the Assembly by the Committee of Ministors but should not undertake technical
